Project abstract:
This project aims to develop strategic approaches for the formation of a national model of engineering education to support the development of Kazakhstan's industrial-innovative economy.
To achieve the project goal, it is necessary to carry out the following steps: analyzing the socio-economic indicators of the regions can help identify the balance of regional development and assess the level of sustainability of the regional and national economies, to assess the needs for engineering personnel both currently and in the future, taking into account the prospects of industry development; developing a long-term 'regional competence map' of the labor market; identifying mechanisms for legislative and financial support of the education and science system is crucial to enable regions to influence the focus of activities of core universities and meet the needs of regional development.
Based on an analysis of the current state of engineering education, a review of existing standards and best practices of reputable engineering education organizations, pilot standards will be developed, taking into account global and technological trends. These standards will be pilot tested in selected higher and postgraduate education organizations.
As part of the project implementation, we plan to conduct qualitative and quantitative research to evaluate technologies based on their attractiveness and implementation efforts, while considering the needs of the regions in the Republic of Kazakhstan. The research aims to identify specific measures to replace, integrate, or supplement the Atlas of New and Transforming Professions in the field of engineering education.
As part of the project, one of the stages will involve defining the targets and expected outcomes of the National Strategy for Professional Development of Engineering and Engineering-Pedagogical Staff in the context of continuing education. Additionally, professional retraining and development programmes for engineers and engineering-pedagogical staff will be developed and implemented.
The crucial stage of this work is establishing the Engineering Qualifications Certification Centre in accordance with the relevant criteria and procedures. To achieve this, a list of universal, professional, and special competences that correspond to international standards of engineering education must be created.
The programme aims to create a digital platform that provides resource and operational support for the development and implementation of the National Model of Engineering Education.

An analysis of the socio-economic indicators of the regions of Kazakhstan is given in order to identify the balance of regional development. The concepts of modern engineering education are systematized to ensure the necessary integrity, which can ensure the formation of a set of competencies of a modern engineer. A review of existing standards and best practices from reputable engineering education organizations was conducted. Foreign and domestic experience for training engineering teachers is summarized. The architecture of the digital platform of the National Model of Engineering Education has been designed.
